The Lawyer Entrepreneur Assistance Program (LEAP) increases the quality and quantity of pro bono and modest means representation while training new lawyers to run their own firms. LEAP serves as the incubator hub for Orange County law schools. The hub model enables a larger, more sustainable incubator that pools available resources and avoids duplication.
LEAP’s unique resource integration of pro bono attorneys, retired judicial officers and LASOC’s LRIS (Laywer Referral & Information Service) make for effective legal services, referrals and mentorship. The problem LEAP addresses is threefold:
- First, law school graduates can ‘think like lawyers’ but are rarely able to effectively practice law.
- Second, LEAP increases LASOC’s capacity to provide free legal services by fully utilizing the potential of newly admitted attorneys and bar waiters as a pro bono resource.
- Third, a huge segment of the population does not qualify for free legal services and is unable to pay the prevailing market rates for legal services. LEAP addresses these needs by training participants to run their own firms and does so in a way that helps both legal services organizations and low-to-moderate income families.
The Louis M. Brown Award for Legal Access is presented annually to those who have made innovative contributions to the delivery of legal services in ways that are exemplary and replicable.
LEAP is a partnership between the University of California, Irvine School of Law, Chapman University School of Law, Whittier Law School, Western State College of Law, and LASOC.
